A bit of this song has, I associate it with the 2000s, Fragment and Cascada I checked out. I associate it with Miracle, but I'm not sure.

In my opinion, you have a good lead. The description of the video matches the song Fragma - Toca's Miracle, but importantly it's about a video from the year 2000. I've linked the video which is on YouTube and it's a video from 1999 recorded on the island of Ibiza. A year later there was another video for the same song where the girls were playing indoor soccer. Unfortunately, I could not find this music video on YouTube.
